The White House disclosed the initiation of federal worker layoffs on the end of the week, making good on prior threats linked to the continuing federal funding lapse, which is set to extend into its third straight week.

Formal Statement and Initial Details

Russell Vought wrote on a public platform that “reductions in force have begun,” indicating the government’s process for terminating staff.

While Vought provided no details on which agencies were impacted, a representative from the Treasury Department stated that layoff warnings had been issued within that department. Furthermore, a DHS spokesperson noted that staff reductions would take place at the CISA. Moreover, a union for federal workers confirmed that employees at the Education Department would be affected by the staff cuts.

Labor Reaction and Legal Challenges

Union leaders cautions that the layoffs would have “devastating effects” on services relied upon by the public and pledged to contest the actions in the legal system.

This is shameful that the administration has used the government shutdown as an excuse to illegally fire thousands of workers who deliver critical services to the public nationwide,” stated Everett Kelley, who leads the American Federation of Government Employees.

The AFL-CIO responded to the announcement, declaring, “Labor organizations will see you in court.”

Legislative Impasse and Funding Battle

Congressional Democrats have refused to vote for a GOP-supported bill to reopen the government unless it includes provisions related to health policy. After repeated failed attempts, the GOP leadership in the Senate have put the chamber in recess until next Tuesday, indicating the deadlock is not expected to be ended soon.

During a press conference, the GOP leader in the House, the speaker, criticized Senate Democrats for rejecting the GOP proposal, which was approved in the House on a largely partisan basis.

“This is the last paycheck that 700,000 federal workers will see until opposition leaders decide to fulfill their duties and reopen the government,” Johnson stated. Beginning shortly, American service members, many of whom live paycheck to paycheck, are going to miss a complete payment.”

Judicial and Practical Limits

Previously, unions filed for a court injunction to block the government from implementing any reductions in force during the funding gap. Moreover, a federal judge ordered the administration to disclose details on termination strategies, impacted departments, and if any federal employees had been brought back to execute layoffs.

A report argued that a funding lapse limits the authority of the administration to conduct terminations, referencing official advice that admitted any permanent layoffs need to have been initiated prior to the funding expired.

Consequences for Employees

The layoffs occurred on the very day that government employees got only a incomplete payment for the end of the previous month but not the beginning of the current month, since appropriations expired at the beginning of the period.

A public service advocate, the head of the non-profit Partnership for Public Service, criticized the gridlock’s impact on government workers.

This is unjust to make government staff suffer because our leaders in the legislature and the White House have not succeeded to keep our government running,” the advocate stated. “Our air traffic controllers, veterans’ healthcare providers, wildland firefighters and safety officials are not at fault for this government shutdown.”

The irony is that members of Congress and senior White House leaders are still receiving salaries during the shutdown.
